Kuwait: Kuwait has released the Request for Proposals (RFP) for its next major solar development, inviting qualified bidders to submit plans for the 500 MW Al Dibdibah Power and Al Shagaya Renewable Energy – Phase III – Zone 2 Solar PV IPP project. The Kuwait Authority for Partnership Projects (KAPP) is overseeing the process in cooperation with the Ministry of Electricity, Water and Renewable Energy (MEWRE).
Several international and regional companies have already been shortlisted, including consortiums led by EDF Renouvelables, Jinko Power, Tianjin Zhonghuan New Energy, Acwa Power and Masdar. A number of bidders are participating without partners, among them TotalEnergies Renewables and two Turkish firms, Limak Yatirim Enerji Uretim and Kalyon Enerji Yatirimlari.
The scope of work for the winning bidder covers the full development cycle: design, financing, construction, operation, maintenance and eventual transfer of the solar PV plant. When completed, the 500 MW facility will deliver electricity to Kuwait’s grid and transmission network under a 30-year Power Purchase Agreement with MEWRE.
The site is located within the Jahra Governorate, around 100 km from Kuwait City.
The deadline for submitting RFPs is 16 February 2026.
