Ukraine: A delegation from the US Helsinki Commission visited a substation in Ukraine that was damaged during Russian attacks, the state transmission operator Ukrenergo reported. The delegation was led by Senior Political Advisor Shannon Simrell and accompanied by Vitaliy Zaichenko, Chairman of the Board of Ukrenergo.
The visit focused on assessing the damage to Ukraine’s energy infrastructure, reviewing the use of high-voltage equipment provided by international donors, and discussing further support for restoring the country’s electricity transmission system.
Since the start of the full-scale Russian invasion, the United States has provided $133 M in aid to Ukrenergo. This includes the value of equipment already delivered as well as contracted supplies awaiting shipment. The US is also a major contributor to Ukraine’s Energy Support Fund, providing $71 M to date.
Given the ongoing security threats, discussions are underway to establish an emergency reserve of high-voltage equipment within Europe’s unified energy system. Such a reserve would allow rapid deployment to areas of greatest need.
Zaichenko said that forming an emergency equipment reserve is critical, and the United States, as a strategic partner, could participate in this process.
The visit underscores continued international support for maintaining and restoring Ukraine’s electricity network amid ongoing conflict, as well as efforts to strengthen resilience in critical infrastructure.
