Switzerland, Zug: As world leaders prepare for COP30 in Brazil, a new Siemens Infrastructure Transition Monitor 2025 report reveals that national energy resilience and independence have overtaken climate cooperation as the leading global priorities.

The biennial study surveyed 1,400 senior executives and government representatives across 19 countries, highlighting a shift in infrastructure strategy from global decarbonisation efforts to energy security and self-sufficiency. Rising geopolitical tensions, supply chain disruptions, and market volatility have prompted governments to focus on resilience and preparedness alongside climate action.

According to the report, 62 % of respondents believe future energy systems will depend more on local or regional production, while over half said energy resilience (53 %) and independence (52 %) are already at advanced stages in their countries. However, climate confidence is slipping – only 37 % of businesses now expect to meet their 2030 decarbonisation targets, down from 44 % in 2023, and 57 % foresee increased fossil fuel investment over the next two years.

Matthias Rebellius, Managing Board Member of Siemens AG and CEO of Smart Infrastructure, said: “The infrastructure transition is entering a new phase whereby national goals of energy security are overtaking global collaboration on decarbonisation. Resilience is no longer optional. AI, technology, and digitalisation are critical to managing renewable-based systems and accelerating the clean energy transition.”

The study emphasises that digitalisation and AI will play a central role in the coming decade. Executives rank digital technology as the second most important factor for accelerating the clean energy transition, just behind energy storage. Around 66 % of respondents believe AI is helping make critical infrastructure more resilient, while 59 % say they are already using AI to decarbonise operations.

Siemens warns that without integrating resilience, grid investment, and digital innovation into national energy strategies, both economic stability and climate progress could be at risk.
