USA, Illinois, Rock Island Arsenal: The US Army Corps of Engineers (USACE) Louisville District has broken ground on an $11.6 M project to modernise electrical infrastructure at Rock Island Arsenal, replacing a primary substation that has been in service since 1975.
The new installation is designed to support growing energy demand at the Joint Manufacturing and Technology Center (JMTC), which produces critical defence equipment. Officials say the upgrade will improve energy security and reduce the risk of operational disruption to manufacturing lines supporting US Army readiness.
The existing substation has become increasingly costly to maintain due to ageing components and rising reliability concerns. The upgraded system will increase capacity to approximately 70,000 kV and integrate backup generation to enhance resilience against outages.
USACE leaders described the project as a key step in ensuring mission continuity. The new infrastructure will serve as a central distribution point for the arsenal’s power system, supporting both current operations and future modernisation efforts.
The project is being delivered in coordination with multiple stakeholders, including Rock Island Arsenal Directorate of Public Works and USACE Rock Island District, alongside ongoing infrastructure programmes such as microgrid and transmission upgrades.
Because construction is taking place within an active military and industrial site, careful coordination and scheduling are required to avoid disruption to ongoing operations.
Scope of work includes demolition of the existing substation, installation of new duct banks and conduits, and upgrades to control systems. Completion is expected by November 2027, with final handover planned for May 2028.
