CERC Notifies Draft Regulations for CERC (Connectivity and General Network Access to the inter-State Transmission System)
On approval of a new ISTS substation by NCT, CTU shall declare the Cluster in which such new substation shall be included.

The Central Electricity Regulatory Commission (CERC) has notified draft CERC (Connectivity and General Network Access to the inter-State Transmission System) (Third Amendment) Regulations, 2024.
As per the notification, “Complex of ISTS substations” or “Cluster of ISTS substations” means the group of inter state transmission system (ISTS) sub-stations clustered together as a complex, based on geographical proximity and ISTS planning undertaken by Central Transmission Utility (CTU), as declared by CTU on its website for the ISTS substations which have already been commissioned or are under construction or approved by National Committee on Transmission (NCT).
Further, the respective regional load dispatch centres (RLDCs) shall monitor the utilisation of the connectivity quantum by a connectivity grantee, and national load dispatch centre shall submit a consolidated report on the utilisation pattern of the connectivity by the connectivity grantee to the Commission after one year of commissioning of the project by such entity.
The comments/ suggestions/ objections by stakeholders are invited on or before September 2, 2024.
