FLOWRA and Bureau Veritas join forces on wind
A MoU has been signed to accelerate Japan’s floating wind sector while reducing development costs and project risks

Japan: The Floating Offshore Wind Power Technology Research Association (FLOWRA) of Japan and Bureau Veritas Marine & Offshore (BV) have signed a memorandum of understanding (MoU) to collaborate on the development of floating offshore wind technology.
The partnership aims to support the safe, reliable, and scalable growth of Japan’s offshore wind sector, focusing on safety, certification, and technology innovation. The collaboration will explore alignment of international standards, certification approaches, and industry expertise to reduce risks and costs for floating offshore wind projects.
Masakatsu Terazaki, Chairperson of FLOWRA, said: “This MoU reflects our shared commitment to technological innovation and risk reduction in floating offshore wind, and we are confident that it will make a significant contribution to strengthening international collaboration in the future.”
Bureau Veritas brings extensive experience in classification and certification, underpinning its values of Trust, Responsibility, and Ambition & Humility. The two organisations will share insights on technical standards, safety assessments, and quality control to support the wider deployment of floating offshore wind and contribute to a sustainable energy future.
