New substation launches BPA’s $5 B grid plan

BPA activates Longhorn substation in Boardman, Oregon, paving the way for $5 B in regional grid expansion and generator interconnections.

USA, Oregon: The Bonneville Power Administration (BPA) has launched operations at its new Longhorn substation in Boardman, Oregon. This is a first step in a broader $5 B grid infrastructure initiative.

Unveiled on April 15, the high-voltage substation will support local power needs and enable the integration of up to 2,500 MW of new electricity generation into the regional grid.

According to BPA, Longhorn represents a foundational element in a sweeping modernization effort. The agency has outlined 23 planned transmission projects across Washington, Oregon, and Northern California aimed at expanding capacity and improving grid reliability.

“This new substation illustrates how Bonneville is leading a new era for energy infrastructure in the Pacific Northwest,” said BPA Administrator and CEO John Hairston. “It strengthens our ability to deliver reliable, affordable power to customers and communities throughout the region.”

The Longhorn facility is designed to meet rising electricity demand while supporting renewable energy integration and future economic development. BPA officials were joined at the event by representatives from local utilities, government, and community organizations.

The Longhorn launch marks one of many grid upgrades BPA is planning in response to the Northwest’s changing energy landscape and increased electrification efforts.
