Estonia: Elering and Elektrilevi have introduced a joint development plan running to 2040, marking the country’s first combined long-term strategy for electricity transmission and distribution infrastructure.

The shared roadmap is designed to modernise Estonia’s power grid in response to changing consumption patterns, urban development, suburban growth and the integration of emerging energy technologies. By coordinating investments between the national transmission system and the distribution network, the two operators estimate social cost savings of at least $64 M (€54 M).

Over the next five years, the plan foresees major upgrades to network infrastructure. These improvements are expected to raise both electricity consumption and production capacity by 400 MW. Particular attention will be given to densely populated areas such as Tallinn, Tartu and Pärnu, where peak demand is increasing most quickly.

In addition to strengthening capacity, the project will release around 260 km of land currently taken up by overhead power lines, contributing to more efficient land use.

Mihkel Härm, Chairman of the Board at Elektrilevi, expressed confidence in the partnership, stating that close cooperation between the two companies would help deliver the best outcomes for Estonia. He added that the development strategy is set to be reviewed and updated every two years, and commended the project team responsible for preparing the plan.
